Book excerpt: This book examines the impact of several decades of public sector reform in four Westminster systems – Australia, Canada, New Zealand and the United Kingdom. Political and managerial change has re-defined roles and relationships and how their public sectors function. Often this occurs in comparable ways because of a common administrative tradition, but choices made in different country contexts also produce divergent outcomes. In analysing the results and implications of reform, fundamental issues of and tensions in public administration and management are addressed.

Book excerpt: This book examines developments in governance reform in Britain, with a particular focus on the period since 2010. We argue that the experiences of the past decade mean that public value-based ideas are required to inform governance reform for the coming years. This needs to be prioritised due to the twin challenges of managing the aftermath of Brexit and navigating through the recovery phase of the COVID-19 pandemic. The volume outlines key themes, issues and debates relevant to contemporary public sector reform including: modes of state governance, evidence-based policy-making debates, the challenges and possibilities of public sector innovation, accountability issues, and the implications of Brexit. The overall conclusion of the book is that the coming decade presents an opportunity for more paradigmatic changes to UK governance but, for this to happen, political leaders need to prioritise a ‘reinventing government’ agenda underpinned by public value-based thinking and approaches. This book will be of particular interest to students of politics and public administration and relevant for those with general research interests in British governance and public policy.

Book excerpt: The critical importance of well-performing public institutions and good governance for development and poverty reduction has come to the forefront in the 1990s. Reforming public institutions is a complex and difficult task. This publication is primarily intended as a guide for World Bank staff but it is also intended to serve the broader development community. It outlines a strategy which envisions significant changes in the focus of the Bank's work in this area. Some of these changes such as an enhanced focus on governance, capacity building and anticorruption, are already underway. The agenda for the next three years is to continue to foster these changes through a the advancement of analytical tools, new approaches t the design of lending operations, expanded emphasis on partnership with clients and other donors and progressive shifts in staffing, incentives and evaluation techniques. Included as an annex is an inventory of the Bank's governance and institutional reform programs which are in place.

Book excerpt: "The third edition of this major textbook Public Management and Governance examines the factors which make government critically important and the barriers which often stop it being effective. It questions what it means to have effective policies, efficient management and good quality services as well as exploring how the process of governing needs to be radically altered if a government is to remain legitimate. Key themes include: - challenges and pressures facing governments around the world; - the changing role of the public sector in a 'mixed economy' of provision; - governance issues such as ethics, equalities, transparency and citizen engagement. This fully revised and updated third edition includes six new chapters bringing in-depth coverage of key new aspects of public management and governance. The new edition also features a wide selection of international case studies and revealing examples of how public policy, management and governance can be improved - and what happens when they fail. Each chapter is supplemented with discussion questions, group and individual exercises, case studies and recommendations on further reading. Public Management and Governance is one of the leading student textbooks in its field, featuring contributions from top international authors and covering a wide range of key topics in depth. It is an essential resource for all students on specialist undergraduate and postgraduate courses in Public Services Management, Public Administration, Government and Public Policy"--

Unusually, it also includes a preliminary analysis of attempts to improve management within the European Commission.

Book excerpt: Seminar paper from the year 2007 in the subject Politics - Political Systems - Germany, grade: A, Ryerson University (Canada Toronto Ryerson University), course: Public Administration and Governance, 25 entries in the bibliography, language: English, abstract: While frontrunners like the United Kingdom (UK) under Thatcher, the United States under Reagan and the New Zealand began New Public Management (NPM) reforms in the 1980s, Germany's federal government level only showed movement toward modernization in the late 1990s, and efforts still have not gone far enough to be evaluated with confidence. The most notable government reforms were, undertaken by the local governments, which engaged in incremental reforms in the 1980s, and only began engaging in NPM after a ten-year delay in the 1990s, when the UK and other countries had started concentrating government reform efforts on engaging multi-stakeholder networks through local and public governance measures. Focusing on the local level of government I attempt to explain the puzzle as to why Germany was a decade behind in adopting NPM measures, and why the initiative to reform public management started primarily at the local level and remains mainly limited to the local level of government. Subsequently, the purpose of this paper is to illustrate to what extent local government reforms in Germany vary from those perused by the NPM pioneer, the UK. A focus will be on institutional and ideological particularities of the German NPM response, and detailed information about the NPM contents implemented in the Federal Republic will only be mentioned if they support comparative claims. Further, I will provide a broad assessment to what extent German reform feature can be ascribed directly to internation NPM influences. Relevant information about the UK, its governmental structure and reform efforts will be given. Moreover, the structure of the German government system, and local government reforms since the 1960s will be el

This book investigates whether this idea is reflected in the real world of public administration or if it is mere wishful thinking. The investigations in this volume comprise studies of not only European countries, but also major Asian, African and Latin-American countries, that is, countries of which much less is known regarding the developments in Public Administration reform. It provides the reader with a remarkable overview of what is actually happening in countries all over the world. More importantly, the chapters provide ample information which is indicative for an answer to the question raised above: What has remained of NPM and what is the role of NPM tools in public administration today?
